Haste spell

I am new to SMAUG and want to implement a new spell call haste. I am not to sure on how to do this and I am looking for some help. I want it for a mage or remort Lich to be able to cast haste which will give the affect_haste. The haste spell will give the person who is affected by it an extra attack. How do I implement this.
