In the race files, what does it mean where it says "Classes 1023" or "Classes 512" ?

There is a bit set for each class that this race may not use.

eg.

if class 0 was disallowed the number would be 1
if class 1 was disallowed the number would be 2
if class 2 was disallowed the number would be 4

and so on.

and if no class was disallowed the # would be?

There is a bit set for each class that is disallowed, so no classes would be zero.
