You have to be in the ../dist/src directory for it to work.

I am in that directory. It gives me the error message:
"BASH: make: command not found" or something like it
"BASH: make: command not found" or something like it
Then most likely you didn't download all of cygwin, or the one you got wasn't complete.
If you got a newer version using download program you have to get quite a few different things. Best bet is to get everything, I know you will need all the devel tools, and bash... But I'm not sure what else, I just went through everything and got what I needed, not greatly knowledgable in coding and still go back to get things but was fairly straight forward for me.
I beleive somewhere in the forum you will find some help to this. It deals with compiling with cygwin and I *beleive* no qouting me on that someplace Mr. Gammon has given a list of the minimum needed, or it could be in one of his faqs...
Have two suggestions. First if you can download a new Cygwin and get everything you can that you are SURE you do not need, and if you can't do that just search through all of the stuff on this page concerning Cygwin compiling and I'm sure you'll find it.
Alittle long winded, never good at coming to the point. Sorry bout that,
