A new browser window opens (Not the default browser (Chrome for me), but Microsoft Edge, that is also a bug)
with the url:

Also in other parts of the software help buttons do not work, giving the same errors as from the menu.

Yes, it's a pain that Microsoft completely dropped support for the old help format.

There is a plugin that ships with the client: MUSHclient_Help.xml

That shows the same help information in the output window.
